Overview

Nakanai District Administration in West New Britain Province serves as the secondary arm of the West New Britain Provincial Administration (WNBPA) at the district level, functioning as the critical interface between provincial administration and local communities within the District. Established and empowered through a robust legislative framework, Nakanai District Administration is mandated to deliver public services, coordinate development programs, and uphold good governance across the District.

The legal foundation for the establishment and operation of District Administration is grounded principally in the Organic Law on Provincial and Local-level Governments (OLPLLG)1995, which decentralized governance functions to sub-national levels and created the framework for district-level administration. Complementing this is the LLG and Provincial Administration Act 1997 and the Public Services (Management) Act 1995, which govern the management, structure, and conduct of the public service at all levels. The District Development Authority Act 2014 further strengthened district governance by formally establishing the District Development Authority (DDA) as the key body responsible for planning and implementing development programs at the district level, ensuring alignment between electoral priorities and administrative delivery.

Together, these instruments, alongside the National Constitution, the Interpretation Act, and applicable departmental regulations, provide the legal prominence and administrative authority upon which every District Administration in West New Britain Province operates.

Key Responsibilities

The District Administration is responsible for:

  • Administration and management of district electorate affairs, including the coordination of activities related to the Open-Electoral Member of Parliament (MP) and oversight of the District Development Authority (DDA), ensuring accountability and transparency.
  • Delivery and coordination of provincial and national government programs across multiple sectors within the district, ensuring services reach communities.
  • Implementation of policies, plans, and directives at the district level, which are established and issued by the National Government, the Provincial Government, and the relevant line agencies.
  • Facilitation of district planning and development processes.
  • Financial management and accountability and reporting on district public funds, including District Services Improvement Program (DSIP) funds and other allocated functional and development grants.
  • Maintenance of law, order, and good governance within the district in collaboration with relevant enforcement and judicial agencies.
  • Coordination of natural disasters, public health emergencies, and other humanitarian concerns within the district.
  • Compiling and submission of the Annual District Services Improvement Program’s (DSIP) acquittal report and reports on district functional programs to relevant provincial sector and divisions.

  1. Administration and Management

This program focuses on the overall management, coordination, and administrative support for all government functions within the district. This includes maintaining district records, managing human resources, processing official correspondence, and ensuring compliance with public service standards and procedures. The core responsibility is the administration of Open Electoral affairs and the operational support of the District Development Authority (DDA), which serves as the primary mechanism for planning, funding, and delivering development projects within the electorate under the leadership of the Open Member of Parliament. It also concentrates on implementing the Public-Private Partnership concept in service delivery. 

The District Administrator, on behalf of the District, reports regularly to the Provincial Administrator on the performance, development and challenges of the District in service delivery.

  • District Planning

This program is responsible for strategic and operational planning that drives local development within the District. It takes lead in the formulation and review of the Five-Year District Development Plan in collaboration and consultation with the Provincial Division of Planning, Coordination and Monitoring to ensure that the District Plan is in alignment with the Provincial Development aspirations.

  • Rural Tourism Coordination

This program focuses on the coordination of tourism policies and promotion and preservation of local cultural heritage and tourism resources and assets in the District. This includes supporting cultural festivals, maintaining cultural sites, and liaising with the Division of Culture and Tourism in facilitating opportunities for community-based and eco-tourism extensive services that can generate income and employment for the district population.

  • Agriculture and Development Livestock Coordination

This program focuses on coordinating agriculture and livestock extension services, farmer training, and support programs to smallholder farmers; this includes crop diversification, livestock management, food security initiatives, and linkage of farmers to markets.

The program is an extensive function of the Provincial Division of Agriculture and Livestock designated at the district level.

  • District Fisheries and Marine Resources Coordination

This program focuses on coordination of technical aspect of fisheries and marine resources development priorities captured under the provincial and district development plans while coordinating the implementation of fisheries extensive services across the LLGs within the District. It encompasses the promotion of sustainable fishing practices, registration of fishing vessels, management of marine protected areas, and support for artisanal and commercial fishing communities.

  • Community Development Coordination

This program focuses on coordinating the extensive services which are aimed at empowering communities, particularly women, youth, and vulnerable groups. This includes community mobilization, capacity building, support for community-based organisations, implementation of social welfare programs, and promotion of gender equality and social inclusion. The program also focuses on coordinating the implementation of various sporting code activities in the District.

  • District Land Coordination

This program administers land-related matters including land dispute mediation, mobilization and facilitation of customary land registration, support for physical planning processes, and the issuance of relevant administrative documents pertaining to land use and tenure within the District.

  • District Education Coordination

This program coordinates the implementation of education plans and programs across its LLGs, working in collaboration with the Division of Education. Its responsibilities include school infrastructure inspections and development support, school material supply coordination, teacher placement coordination, and monitoring of school enrolment and attendance. It also recommends new school establishments within the District and facilitates school needs and support.

  • District Commerce and Industry Coordination

This program coordinates the implementation of commerce and industry plans and programs across its Local Level Governments (LLGs), working in collaboration with the relevant provincial division. Its responsibilities include facilitating business registration and licensing, supporting Small and Medium Enterprises (SMEs), promoting investment in key industries such as agriculture, fisheries, and tourism, and monitoring the performance of commercial and industrial activities within the district. It also recommends improvements and facilitates the development of local markets and trade infrastructure to stimulate economic growth and create employment opportunities for the people of the District.

  1. District Civil Engineering Coordination

This program coordinates the engineering of civil works, with the responsibility for overseeing and managing all infrastructures and construction activities within the district. This includes the supervision of civil works such as roads, bridges, and drainage systems in compliance with required engineering standards.

  1. District Building Engineering Coordination

This program includes coordination of building engineering, with the responsibility for overseeing and managing all building infrastructure and construction activities within the district. This includes the supervision, planning and construction of government, institutional buildings, and community facilities in compliance with national building and engineering standards.

  1. District Village Court Coordination

District Village Court Coordination oversees the operation of village courts across all LLGs within the district. Its responsibilities include supervising magistrates and peace officers, facilitating payment of their allowances, coordinating the supply of court materials, conducting capacity-building training, monitoring court performance and records, and recommending new court establishments where needed. It serves as the key link between village courts and the District Administration, ensuring accessible and effective grassroots justice delivery throughout the District.

  1. District Communication

This program focuses on District communication infrastructures, ensuring that all required communication and technical infrastructures are in place and well-coordinated to allow effective and efficient flow of information and communication between the District Administration, stakeholders, development partners, and communities.

  1. District Eco Forest Coordination

This program coordinates and monitors the sustainable management, conservation, and protection of forest and ecological resources within the District, ensuring that forest activities comply with environmental laws, policies, and sustainable development principles.
