Social Services (DPASS) Office

The Office of the Deputy Provincial Administrator is created under various Acts of Parliament and administers the Affairs of the Provincial functions in conformity to the Constitution, the Organic Laws, the various Acts of Parliament and State Rules and Regulations.

Core Functions

Convene sector working groups and align sector AAPs with the Corporate Plan.

Train District and LLG Officers on service delivery, WaSH, and GBV/Child-protection referral pathways.

Operate the DPASS reporting portal for monthly LLG updates and publish an annual Social Services Scorecard.

Mainstream Environment and Climate Change (ECC) and Disaster Risk Reduction (DRR) into education, community development, and health programs.

Coordinate MOUs with National Agencies, NGOs, and Donors for program delivery.

Key Responsibilities

Coordinating Provincial Social Service Sectors to ensure planning, capacity building, monitoring, and equitable service delivery.

Integrating climate, environment, and disaster resilience into social programs.

Managing Sector reporting and Partner coordination.

Supporting LLG implementation and mobilizing technical and financial support from National Agencies and Development Partners.

Education & school safety

Teacher deployment, in-service training, school safety and climate-resilience modules, and learning outcomes monitoring.

Social protection & community support

Family Support & Protection Services (GBV response, Child Protection, referral pathways) and strengthened LLG WaSH coordination.

Law & Justice access

Community legal awareness clinics, referral mechanisms, and restorative justice pilots.

ICT & reporting

DPASS reporting portal for LLG service updates and Geospatial Information System (GIS /ECC) integration into dashboards

Disaster-resilient services

Contingency planning for schools, health posts, and community centres, plus annual multisector simulation exercises

Joint DRR plans: contingency plans for schools and health posts in 10 priority wards
