DIVISION OF FINANCE

Overview

The Division of Finance is established under the Public Finance Management Act 1995 and the Organic Law on Provincial and Local-level Government to manage provincial finances and monitor financial performance against the provincial budget to ensure compliance with the annual budget appropriation bill, including those relating to Districts and Local-level Governments of West New Britain, while maintaining accountability to the national government.

The key functions of the Division of Finance include:

  • Financial Management
  • Financial Planning and Budgeting
  • Revenue Management.
  • Asset Management.

Key Responsibilities

The division is responsible for:

  • Management of Provincial Finance
  • Planning and formulation of the annual budgets in collaboration with the Division of Planning, Coordination and Monitoring.
  • Reporting on annual financial expenditure.
  • Ensure compliance with the Public Finance Management Act and other relevant financial Acts when managing Public Finances.
  • Effective and efficient provincial revenue collection and management.
  • Monitoring public properties, liquor laws, and Motor Vehicle Acts.
  • Effective management and disposal of the provincial assets.

Programs & Services

The Division of Finance delivers the following programs and services:

  1. Financial Management – Manage, Plan, budget, and report on the annual financial performances of the province.
  2. Financial Planning and Budgeting – Setting an annual financing road map and allocating funding for the Organization’s operations and service delivery for a Fiscal Year.  
  1. Revenue Management – Collect revenue and effectively regulate and monitor public properties and Acts.
  2. Assets Management – Manage and dispose of government assets.

The division is headed by the Executive Manager, who oversees teams responsible for specific functional areas, including:

  2. Financial Planning and Budgeting
  3. Revenue Management.
  4. Asset Management.
