Overview
The Offices of the Sector Chairmen of the Provincial Executive Council (PEC) serve as the political and administrative arm responsible for providing oversight, direction, and leadership across the Province’s priority Sectors. The PEC Members each chair a designated Sector through their respective offices, namely:
- Office of Finance and Human Resources
- Office of Technical Services Sector Chairman
- Office of the Community Development and Law and Order Sector Chairman
- Office of the Health Services Sector Chairman
- Office of the LLG Affairs and Lands and Physical Planning Sector Chairman
- Office of the Agriculture and Economic Services Sector Chairman
- Office of the Education Sector Chairman
- Office of the Public Services Sector Chairman
Together, they form a collective leadership body committed to driving Provincial development and ensuring effective service delivery to the people.
Core Functions
The Offices of the Sector Chairmen perform the following core functions:
- Each provides political oversight and direction across respective Sectors
- Coordinating and monitoring the implementation of government programs and policies within their respective Sectors.
- Facilitating communication and collaboration between the Provincial Government and line Agencies, LLGs, and Communities.
- Reviewing and endorsing sectoral plans, budgets, and reports for PEC consideration and approval.
Key Responsibilities
The Sector Chairmen are collectively and individually responsible for:
- Championing the development agenda of their designated sectors.
- Ensuring that allocated resources are utilized effectively and transparently.
- Representing the interests of their respective sectors at the PEC level.
- Engaging with Communities, Civil Society, and Stakeholders to identify and address development needs.
- Reporting on sectoral performance and progress to the PEC and relevant authorities.
Programs & Services
Each sector supports and oversees a range of programs and services delivered by the Provincial Administration, which they represent, including:
- Finance and Human Resources Sector
The Chairman of Finance and Human Resources Sector serves as the political representative in the Provincial Executive Council, ensuring that the Provincial Government and Provincial Administration practise prudent financial management in financing and implementing annual provincial budgets, and that the Government and Administration employ and maintain reliable human capital to effectively deliver public goods and services.
The Division of Finance and the Division of Human Resources provide technical advice to the Chairman.
- Technical Services and Infrastructure Sector
The Chairman of Technical Services and Infrastructure Sector serves as the political representative of that sector in the Provincial Executive Council, overseeing the planning, development, and maintenance of the province’s critical infrastructure and technical systems. In this capacity, he ensures that the Provincial Government and Provincial Administration allocate and utilise resources effectively, driving the delivery of quality infrastructure and technical services that meet the needs of the provincial population.
The Division of Technical Services provides technical advice to the Chairman.
- Community Development and Law and Order Sector
The Chairman of Community Development and Law and Order Sector serves as the political representative of that sector in the Provincial Executive Council, ensuring that the Provincial Government and Provincial Administration uphold community welfare and maintain public safety across the province. In this capacity, the Chairman oversees the development and implementation of policies and programs that foster social cohesion, strengthen community institutions, and ensure that law and order are effectively enforced to create a safe and stable environment in which citizens can live and prosper.
The Division of Community Development and the Division of Law and Justice provide technical advice to the Chairman.
- Health Sector
The Chairman of Health serves as the political representative of that sector in the Provincial Executive Council, ensuring that health programs and services are delivered effectively.
The Chairman works closely with the West New Britain Provincial Health Authority and relevant stakeholders for technical advice.
- LLG Affairs and Land and Physical Planning Sector
The Chairman of LLG Affairs and Lands and Physical Planning serves as the political representative of that sector in the Provincial Executive Council, ensuring that the Provincial Government and Provincial Administration uphold sound governance in local-level government operations, land administration, and physical planning. In this capacity, the Chairman oversees the effective implementation of policies and programs that promote orderly land use, sustainable physical development, and the strengthening of local-level government structures to deliver essential services to communities across the province.
The Division of Local Level Government Affairs and the Division of Lands and Physical Planning provide technical advice to the Chairman.
- Agriculture and Economic Sector
The Chairman of Agriculture and Economic serves as the political representative of the Agriculture and Economic sector in the Provincial Executive Council, overseeing and championing the interests of the sector at the highest level of provincial governance. In this capacity, the Chairman ensures that the Provincial Government and Provincial Administration allocate sufficient resources and implement sound policies that drive agricultural productivity, stimulate economic growth, and promote the sustainable development of the province.
The Chairman works closely with the Deputy Provincial Administrator-Economic Sector and all its sector divisions for technical advice.
- Education Sector
The Chairman of Education serves as the political representative of the Education sector in the Provincial Executive Council, ensuring that the Provincial Government and Provincial Administration uphold quality education standards across all levels of learning. In this role, the Chairman advocates for the effective allocation and utilisation of education funds.
The Chairman works closely with the Division of Education for technical advice.
- Public Service Sector
The Chairman of Public Service serves as the political representative of the Public Service in the Provincial Executive Council, ensuring that the public services across the Province are provided effectively and are accessible by all citizens of WNB regardless of income or status.
The Chairman works closely with respective Provincial Divisions for technical advice.
Structure & Leadership
Respective Sector Offices are led by each Sector Chairman, who are elected member of the Provincial Assembly appointed to chair a specific Sector. Each chairman works closely with the respective administrative sector heads and technical offices responsible for the day-to-day administration of their sectors. The collective body is chaired by the Governor, who presides over the Provincial Executive Council and provides overall leadership and direction.
