Division of Planning, Coordination & Monitoring

Overview

The Division of Planning is established under section 106 (Provincial Planning, Coordination & Monitoring) of the OLP&LLG and various Acts of Parliaments which gives effect to the provisions under the Organic Law. Other legislations such as the Public Services Management Act (2014), the LLG Administration Act (1997), Provincial Administrative Acts (1997), the National Planning and Monitoring Act (2015) and the DDA Act 2014 also give effect to specific functions of the Division of Planning, Coordination & Monitoring.

The Division of Planning, Coordination and Monitoring provides the pivotal role for development and growth in the Province. It acts as a mechanism for development planning and a center for service delivery coordination and implementation. Furthermore, it drives change through strategic planning and policy development, aligning Provincial development context to the National Government development aspirations.


Core Functions

The core functions of the Provincial Division of Planning, Coordination & Monitoring established under section 106 (2) of the OLP&LLG is to provide strategic directions of the Province through the development of a vision and mission and to set respective sector goals and objectives within a medium term that are aligned to the National Government’s Strategic Plans. Hence, establish and maintain an effective and efficient Provincial and local level planning and data system.

Provincial Planning Functions:

Strategic Planning: Drafting a rolling five-year development plan and conducting annual reviews to align with National goals.

Budgetary Control: Determining and approving Provincial budget allocation priorities for submission to the Provincial Assembly.

Coordination: Overseeing and coordinating development projects, including infrastructure, social services, and economic development in the Province.

Integration: Incorporating Ward and Local-level Government (LLG) plans into the overall Provincial Development Plan.

Performance Monitoring: Reviewing the implementation of the development plans and policies.

Data & Information: collect, analyze, store and review data information of the Province.  

Key Responsibilities

The division is responsible for:

  1. Development of the Integrated Provincial Development Planning and Corporate Plan
  2. Assist and coordinate Districts and their Local Level Governments in their development planning and budgeting.
  3. Assist Finance Division in planning and formulation of the Provincial annual budget
  4. Coordinate sector and divisional implementation.
  5. Coordinate the implementation of the Provincial and National Government funded project
  6. Conduct research on needed areas for policy development.
  7. Coordinates and implement National Government and Development Partners

policy directives and resolutions.

  • Conduct monitoring on Provincial Government recurrent & capital investment programs.  
  • Review of the Provincial recurrent and capital investment programs implementation
  • Collect, store and share Provincial development information and data 
  • Formulate and submit Public Investment Program to the Department of National Planning & Monitoring
  •  Coordinates the implementation of the Integrated Agriculture Development projects (IADP) through Spatial Rural Development Program.

Programs & Services

The Division of Planning, Coordination & Monitoring delivers the following programs and services:

  1. Planning Management – oversees the operation and functions of the division, ensuring its mandated functions and roles are executed according to the section 106 (2) of the OLP&LLG.
  1. Planning & Coordination – develop, monitor and review the Provincial Integrated Development Plans and the Organization’s Corporate Plan. Provide strategic directions of the Province through the development of a vision and mission and to set respective sector goals and objectives.
  2. Policy & Research – coordination and development of all major policy initiatives of the Provincial Government in consultation with respective Divisions on people’s development needs.
  3. Monitoring & Evaluation – Monitoring the implementation of the WNBIPDP, ensures WNBPG planned development projects and programs, and recurrent program’s activities are implemented to the required standard in line with the Government and Administration’s Key Sector Objectives and indicators to meet the respective sector Goals and eventually achieving our Provincial Mission and Visions.
  4. National Function Coordination– liaise and coordinates with national agencies and stakeholders on national programs and events. Implements policy directives from the Department of Provincial & Local Level Government Affairs.
  5. Statistics & Data Information – extension service of the Department of Planning and Monitoring and the National Statistical Office, it is required to develop, collate and manage an information system (Data Base) for the Province, District, LLG and Wards.  Notable development data includes ward profiles, census figures and commodity export figures.
  6. Public Investment Program & Special Projects – Oversees the implementation of the Development budget and responsible for all PFDs for Public Investment Programs and Provincial Development projects identified in the Provincial budget. Coordinates the implementation of the Spatial Rural Development Program Integrated Agriculture Development Projects (IADP).

  2. Ensure Provincial Government recurrent and capital investment programs and budgets are implemented accordingly.
  3. Ensures the Integrated Provincial Development Plan and Corporate Plan are implemented, reviewed and redraft.
  4. Ensures that the project management cycle is completed.
  5. Ensures desired policies are developed.
