IN a rare scene on the floor of parliament yesterday, Nawae Open Member Theo Pelgen literally got on his knees and begged the Minister for Works and Highways, Solan Mirisim, on behalf of his people to fulfil the long overdue infrastructure commitment made to the people of Nawae.
