In 2008, the Ombudsman Commission referred the Grand Chief Sir Michael Somare to the Public Prosecutor for it to ask the Chief Justice to appoint a Leadership Tribunal to deal with allegations that he (Sir Michael) had failed to lodge annual returns from 1995, to 2003, some that were alleged to be incomplete.
