Corporate Services (DPACS)

The Office of the Deputy Provincial Administrator – Corporate Services (DPACS) is established with the purpose of administering and overseeing corporate governance and administration in the Provincial Government. It serves as the central management and coordination arm of the Provincial Government that keeps the Government machinery running across all sectors.

About

The DPACS oversees 4 sectoral Divisions, and one Unit that is responsible for providing administrative functions to the Legislative Sector; these are:

  • Division of Human Resources
  • Division of Planning, Coordination, and Monitoring
  • Division of Finance
  • Division of Local Level Government Affairs
  • Parliamentary Services

The Sector, like all other Sectors, is mandated by interconnected laws and constitutional instruments, which are as follows:

  • The National Constitution of PNG (1975)
  • Organic Law on Provincial and Local Level Government (1995)
  • Public Service Management Act (1995)
  • Public Service General Order (4th Edition)
  • The Provincial Administration Act (1997)

The Sector is responsible for providing clear pathways to ensure an effective Organization that is accountable and responsive to the development aspirations of the West New Britain Province.

The Deputy Provincial Administrator-Corporate Services works closely with the development partners and stakeholders to ensure there is effective service delivery across the Province.

The Corporate Sector, through the DPA-CS Office, provides strategic leadership, administrative support, and oversight across all sectors of the Provincial Administration, ensuring that government operations are conducted efficiently, transparently, and in alignment with provincial and national development priorities.

Key Responsibilities

Providing strategic direction and coordination of its Divisional Offices for overall planning and implementation of provincial government programs and services

Managing and administering the financial resources for the Sector

Overseeing Sector reports and Partnership arrangements

Supporting and strengthening the governance and administrative capacity of the Organization

The Corporate Sector delivers a range of programs and services through its divisions, with the overall oversight and coordination of these programs and services managed within the Office of the Sector Head. These programs and services are designed to improve and strengthen governance and administration throughout the Provincial Government and its Administration.

Sector Management and Administration

The DPA-CS administers, oversees, and provides strategic direction and support to all its Divisions, ensuring that their programs and services are effectively coordinated and delivered while serving as the primary link between the Sector, development partners, and stakeholders.
