Legislative Sector

The legislative sector is responsible for law-making, oversight, representation, and the endorsement and approval of provincial bills and policies. The law-making bodies under the legislative sector are the Provincial Assembly (PA) and the Provincial Executive Council (PEC).

More About Legislative Sector

The Parliamentary Services Unit (PSU) is a unit under the West New Britain Provincial Administration that supports these bodies, with offices occupied by mandated and appointed leaders who govern the day-to-day affairs of the province. There are 17 programs under the sector, hence the offices managing its functions.

The Provincial Administrator of the West New Britain Provincial Administration is the Chief Executive Officer to the Provincial Assembly, Provincial Executive Council, and the Joint Provincial Planning and Budget Priority Committee.

Programs & Services

The Provincial Assembly

Responsible for making decisions and laws on provincial matters. It approves proposed bills, legislation, and policies that are subject to the best interests of the people of West New Britain

The Provincial Executive Council

Responsible for deciding on Provincial Policies and Programs while endorsing proposed bills and policies to the Provincial Assembly for approval. The PEC is also responsible for overseeing the Provincial Administration and Governance.

Joint Provincial Planning and Budget Priority Committee

The committee plays a critical role in bridging the gap between planning and resource allocation, ensuring that public funds are directed toward programs and projects that deliver the greatest impact for the province and its communities.

Provincial Governor

Is responsible for providing effective leadership, promoting sustainable development, and improving service delivery across the province.

Deputy Governor

To provide support to the Provincial Governor and assume responsibilities as needed, hence act on the absence of the Governor

Sector Chairmen

There are eight (8) Sector Chairmen, who are mandated leaders and member to the Provincial Executive Council. Each Chairman represents core sectors of Provincial Government, these are:

  2. Community Development and Law and Order
  3. Health
  4. Education
  5. Agriculture and Economic Services
  6. LLG & Physical Planning
  7. Technical Services and Infrastructure
  8. Public Services

Nominated Members

Nominated Members are appointed members to the Provincial Assembly who serve as the representative body for key special interest groups within the West New Britain Provincial Assembly. They play a vital role in ensuring inclusive and broad-based representation within the provincial governance framework. The nominated members are representative body to the following groups.

  1. Women Representative
  2. Youth Representative
  3. Business Community Representative
  4. Church Representative

Parliamentary Services

Is the operational backbone of the provincial legislative sector, ensuring that the legislative processes, meetings, and functions of the PA and PEC are conducted efficiently, effectively, and in accordance with the Organic Law on Provincial and Local Level Governments (OLPLLG).
